For performing 3D Secure transaction all three domains (issuer, acquirer and interoperability domain) must be present. If one of these domains is not present in the purchase process, the transaction is not part of 3D secure standard.
3D Secure 2.2 authentication flow can be different depending on transaction risk assessment, merchant e-commerce payment solution, authentication method, etc..
